In view of this report the Goverment under- -took to do the whole of the dredging, both for the berths at the pier and for the approaches to it, and upon payment by the Company of $12,000 which offer was finally accepted by the Company in April, 1915; and steps were then taken to put the dredger "St. Enoch in commission and to start the work.

I enclose a copy of a report by Mr. Jaffe, Executive Engineer, with plan, regarding the progress of the work. With regard to paragraph 6 of the report I regret to state that the expenditure upon repairs to the dredger to date has reached a sum of $43,243, including a sum of £20,833 spent upon putting the vessel in commission; and I have also to add that the Government has been mulcted in a sum of $3,560 for damages caused by the dredger to other vessels owing to carelessness in handling.
It is unfortunate that an imperfect realiza- -tion of the state of deterioration of the "St. Enoch" has led to so great an excess over the estimate of the cost of the operation and of its period. I am however satisfied that from the point of view of the interests of the port the work accomplished will well repay the money spent upon it.
